DIGITAL TRANSFORMATION OF STATE AS MAIN FACTOR OF WORLD LEADERSHIP
A session entitled “The era based on the architectural government platform – market-driven coup or a digital dream?” took place on October 22, at the Open Innovations forum with the support of the Analytical Center for the Government of the Russian Federation.
Deputy Prime Minister of the Russian Federation Maxim Akimov emphasized the necessity to work systematically at all levels of the public sector. Thus, the efficient development of the digital ecosystem will be achieved through the synergy effect, noted the Deputy Primer Minister.
“Just as the industrial economy had given us the modern countries we are living in, so will the digital technologies provide us with new state models. This is much more deep and vast than merely the digitalization of State services. Not a single country in the world has as of yet managed to answer these challenges well. Various bills of arguable nature and prohibitive initiatives, in my view, also qualify as attempts to answer these challenges,” emphasized Maxim Akimov.
According to Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation Maxim Parshin, the State has already accomplished certain things in the field of digital services and the development of a digital government.
“We have already build a certain system. Right now, however, this is not an ecosystem, rather an “egosystem,” as it only includes the public sector. For it to be comprehensive it needs to include businesses, as was rightfully pointed out by the majority of the session participants,” said Maxim Parshin.
Founder of Wildberries Tatyana Bakalchuk, McKinsey Senior Partner Yermolai Solzhenitsyn, Former leader of the Australian Government's Digital Transformation Agency Paul Shetler, Yandex Group of Companies Managing Director Tigran Khudaverdyan, Head of the Board of Directors at Perspective Technologies Development Center Michael Dubin also took part in the discussion.
