In 1969 he graduated from the Physics and Mathematics School in Chelyabinsk, in 1975 - from the Chelyabinsk Polytechnic Institute.
In the years 1975-77 - Lecturer in medical cybernetics at the Chelyabinsk Medical Institute.
After graduating from the postgraduate study in 1980 under the auspices of A.N. Bakulev RAMS in the specialty “Biological and medical cybernetics” and defending a dissertation he became Head of the laboratory of digital clinucal case-record.
In 1983 together with his team of employees he created the first medical network of cardiac surgical clinics in Europe on the basis of a network of 64 micro-computers, which provides a full cycle of electronic patient records from admission to discharge.
In 1997 - the beginning of the implementation of the telemedicine project "Moscow - Russian Regions" to provide scheduled and emergency remote video consultations and interactive tele-training for doctors in remote areas of the Russian Federation on the basis of videoconferencing. The author of more than 120 scientific papers and 10 patents.
Laureate of the Prize of the Government of the Russian Federation in the field of science and technology. He currently leads the Center for Telemedicine Technologies and Distance Learning at the Scientific Clinical Center of Russian Railways.
He is the executive secretary of the Russian Telemedicine Association.
